In 1909, Tsar Nicholas II embarked on a diplomatic cruise aboard the Standart from Kronstadt to Naples. At each port of call - Stockholm, Copenhagen, Cherbourg and Cowes - he was to hold talks with the head of government of the country concerned. The event received extensive press coverage. He met President Fallières in Cherbourg from July 31 to August 2.
